Q1: Are there other design considerations that could further strengthen Jobs and Skills Australia's ability to provide advice to government?

Within the VET sector it would be useful to have a national consistency in the provision of government funding to support jobs and skills training.  As an example within Victoria, funding is available for a Certificate III in Non-Emergency Patient Transport and Certificate IV in Health Care however no funding is available in states such as NSW and WA.

NPT Heart (RTO 40901) is a subsidiary of National Patient Transport Pty Ltd who provides patient transport solutions for health services in Vic, NSW and WA.  This is a growing sector and relies on quality training to ensure patient safety and the quality of care.  Due to limited funding in NSW and Vic, it is a barrier of entry for prospective employees to gain a new qualification.

The health sector has continued to be happened by shortage of staff however patient transport services is not considered given it is a small sector overall but still a vital cog in the wheel in moving patients to and from health services.
