Why was the review conducted
The review was held to:
- Determine the legislative capacity of the Australian Skills Quality Authority (ASQA) to efficiently and effectively regulate the sector
- Evaluate if ASQA’s functions and powers are consistent with best regulatory practice
- Assess the ability of the system to meet industry and student needs
- Investigate reforms that could improve outcomes for students
Submissions made to the review
More than 50 consultations with a wide range of VET stakeholders throughout Australia were made, including:
- State and territory government departments
- State VET regulators
- Registered training organisations
- Peak bodies
- Industry bodies
- Community organisations
- University organisations
68 submissions from individuals and organisations were received.
Review recommendations
Professor Braithwaite made 23 recommendations intended to:
- Drive continuous improvement in quality of education and training
- Protect the rights of students

Response to the Review
The Australian Government response is grouped into 5 themes:
- Enhancing engagement between the regulator and the sector
- Strengthened registration requirements of registered training organisations
- Teaching excellence
- Improving the collection and sharing of data
- Protecting and informing students
The government has amended legislation in response to a number of recommendations. They continue to liaise with stakeholders in the implementation of some aspects of other recommendations from the Review.
