From 1 July 2016, the Australian Government integrated Norfolk Island with the mainland tax and social security systems. This includes the Norfolk Island jobactive employment services.
Help for job seekers and employers
Asuria is delivering the Norfolk Island jobactive employment services. Asuria will work with Norfolk Island job seekers to help them find jobs, prepare for work and to match them to employer needs. They will also work closely with Services Australia on Norfolk Island.

Job seeker eligibility
Job seekers who receive income support payments from Services Australia, such as JobSeeker Payments, Youth Allowance (other), or Parenting Payment, and have mutual obligation requirements (that is, they need to meet certain requirements to keep receiving income support) will generally receive the full range of Norfolk Island jobactive employment services.
Some people can also get help as a Volunteer job seeker and the type of support they receive will depend on their circumstances. Job seekers may be eligible to volunteer for Norfolk Island jobactive employment services if they:
- are not on income support, or
- are on income support and have no mutual obligation requirements
- are not working or studying full time, and
- have the right to work in Australia.
New Enterprise Incentive Scheme (NEIS)
NEIS can help job seekers to become self-employed business owners. The program – part of the Norfolk Island jobactive employment services – can provide eligible job seekers with accredited small business training, income support for up to 39 weeks and business mentoring. Job seekers who are interested in NEIS should contact the Norfolk Island jobactive provider, Asuria for more information on eligibility and support.
Work for the Dole
Work for the Dole places job seekers in activities where they can gain skills and experience that give back to the community and can help them find a job. Eligible job seekers will need to participate in Work for the Dole or another approved activity for six months each year to keep receiving their income support if they have mutual obligation requirements.
Work for the Dole activities can be hosted by not-for-profit organisations and government agencies. As a Work for the Dole host, eligible organisations provide work-like activities for Work for the Dole participants and gain an extra set of hands to undertake activities that would normally not be done. Organisations interested in hosting a Work for the Dole activity should contact Asuria.
Changes to how job seekers manage their mutual obligations
