Transition to Work Evaluation

Transition to Work is a pre-employment service for youth at risk of long-term unemployment. The initial Transition to Work service ran from February 2016 until 30 June 2022. Workforce Australia-Transition to Work commenced on 1 July 2022.

Transition to Work provides intensive pre-employment support for young people at risk of long-term unemployment. The demand-driven service focuses on practical support and work experience to build the skills, confidence and work readiness of early school leavers and young people who have experienced difficulty transitioning from education to employment.

The Transition to Work service was evaluated in three parts, including supplementary, interim and final reporting phases.

Supplementary evaluation report

The supplementary report, covering the period from March 2016 to September 2021, examines the longer-term impacts of Transition to Work, including its impact on human capabilities and contact with the criminal justice system, and the effect of extending the program duration from 12 to 18 months.

Final evaluation report

The final report provides an in-depth assessment of the overall performance of Transition to Work from mid-2016 to early-2018. A summary of key findings is also provided.

The evaluation of Transition to Work reported against five key indicators: effectiveness, efficiency, quality, equity and appropriateness.

Interim evaluation report

The interim evaluation of Transition to Work examined the design and implementation of the service and followed the progress of participants who commenced in the program by 31 August 2016.
