Training providers: your requirements

The requirements and obligations that organisations delivering nationally recognised training must adhere to are outlined in the Standards for Registered Training Organisations (RTOs) 2015 (the Standards).

The Standards ensure nationally consistent, high quality training and assessment across Australia's vocational education and training (VET) sector.

Registered training organisations (RTOs) must also comply with a number of other requirements outlined in the National Vocational Education and Training Regulator Act 2011. These include:

• Fit and Proper Person Requirements
• Data Provision Requirements
• Financial Viability Risk Assessment Requirements

The Australian Skills Quality Authority (ASQA) is the national VET regulator responsible for:

• Regulating most RTOs across Australia
• Monitoring RTO compliance with the Standards

Victoria and Western Australia continue to regulate RTOs which deliver training to domestic students only in those states. The VET regulators in those states are the:

• the Victorian Registration and Qualifications Authority (VRQA)
• the Training Accreditation Council in Western Australia.

Most VET qualifications consist of units of competency developed through a process of national consultation with industry and set out in training packages.

The Standards for Training Packages ensure training packages are:

• High quality
• Meet the workforce development needs of industry, enterprises and individuals

VET is also delivered through accredited courses. These complement training package qualifications by ensuring training courses can be developed quickly and by supporting niche skills needs.

VET accredited courses are regulated against the Standards for VET Accredited Courses 2021.
