Under the Safety, Rehabilitation and Compensation Act 1988 (Section 100), the Minister for Employment may declare a corporation eligible to apply for a workers' compensation self-insurance licence in the Comcare scheme. 

Among other requirements for eligibility, an applicant corporation must demonstrate that it is in competition with a current or former Commonwealth authority. The information package provides assistance to private corporations considering applying for a Ministerial declaration of eligibility for a self-insurance licence under the Comcare scheme.
